These are the specialized agents that reports only to M. There are
three different levels Rookie, Agent and double 0 status. Rookie code numbers are 4 digit. 1103 1299, etc. They have the skills, but lack the experience and some training to work in the field alone. Several rookies are usually assigned to the same case. Cases are usually not like the ones that James Bond goes on.

Agent code numbers are also 4 digit, but they always start with 07. 0755, 0705, etc. Agents are in training to become double 0s. This does take a long time and most agents make double 0 status. Some die and some just can’t cut the mustard.

Double 0s are not just very skilled and well trained, they have to make decisions that could effect the entire world and Britain most of all. A double 0 will not always have a license to kill. It would depend on their self-control. If they tend to run in not thinking and get innocents killed then M would NOT give them this privilege. If they have the license to kill they still have to use self-control and use this PRIVILEGE as the last resort. (Self-defense is not a last resort.)

There are nine double 0 positions. They all do not have to be occupied. James Bond is always 007. All other double 0 designations are up to the GM, but hand these statuses out sparingly and only after the agent has proven that he is capable of handling the responsibility that comes with the status. Double 0s will not run around with more than two agents or four rookies. Double 0s are top of the line and should work alone most of the time.
